On Steam you start the game from your library, but the club and its FC 27 coins are not stored there. It belongs to the EA account you linked to Steam when you first ran an EA game there, and that EA login is the one the order needs.

Epic works the same way: the Epic Games Store launches the game, and the club lives on the EA account linked to your Epic account. Your Epic password and its sign-in codes stay safely with you.
